Yes, I agree. The Tools tab is a bit of a temporary solution. I added it
because:

1. I had the feeling that adding a tool tab was urgent, so that any
   solution was better than nothiong.
2. I thought of the tools as more or less a TT file repository, I hadn't
   realized that you wanted to add more than a short description.

I could look at a solution where adding a tool is very much like adding a
report, only it shows up under the right tools category. Is there
something in particular you need or don't want if you compare adding a
tool to adding a report?
