On Fedora Core 3, this was caused by an utterly outdated "Emacspeak"
package that shadowed regexp-opt.el with a buggy old file for Emacs-19
(!) compatibility purposes.

Do you have Emacspeak installed?  And which versions?  The current
version would be 21.0.  If it turns out that Debian has the same
conflict, we should work on the package dependencies for it.
