Well, it may be necessary to move the package to non-free, but this
does not affect the package itself.  If an update to 21.0 is not
feasible, at least the package should take care not to install
packages into Emacs-21 that are older than what Emacs-21 has.

And the AUCTeX package should list the current Emacspeak package as a
package conflict.
