It is no reverse engineering.  GhostScript interprets PDF just fine.
You can, for example, call Ghostview on PDF files.

But the conversion is not unreliable.  You should have pretty much the
same problems when going via Dvips/GhostScript.  If there is a
difference between GhostScript's bugs in PDF mode and PS mode, it is
not yet known and/or debugged.
