When running in zh_CN.UTF-8, probably

(set-keyboard-coding-system 'utf-8)

is needed.

And when I last checked, Mule-UCS was still necessary to handle CJK in
UTF-8 in Emacs. This may have already changed in very recent
development versions of Emacs, but I think with Emacs 21.3 it it is
still necessary.
