OK, so it's a potential UI case.  Good thinking.

There are two scenarios to consider:
1. both West and East chose odd bids, but that was a coincidence with no 
UI, or
2. West's tempo or body language indicated something uncomfortable about 
the 1NT bid, and East took that into account.

You have to evaluate all the evidence you can gather and decide which is 
more likely.  Did NS have anything to say about West's tempo or manner? 
  Even if not, other evidence might suffice.

Fair enough.  It seems you've reached your conclusion.  Pass was a LA, 
and the UI (even if we don't know exactly what it was) suggests 1NT will 
be a bad contract, so anything but pass was illegal.  Just work out a 
result (perhaps weighted) in 1NT, and assign that.

This is a third scenario.  Past experience is AI, and East is allowed to 
take that into account.  East is obliged to inform the opponents of the 
strange meaning of 1NT and didn't, so there's MI, and you could adjust 
if it caused damage.
