It depends on what you mean.  A unit can move through Suez *only* if 
the unit in Egypt allows the move (by lending the move support, as 
indicated in the rule), regardless of the amount of other support the 
move has.  Of course the move can be supported, but the support will 
not be effective if the unit in Egypt does not also support it.  In 
other words, Egypt has FINAL say over movement through the Canal. 
Any other support can be offered, but is effective only to dislodge a 
unit at the other end of the move, not to "force" passage of the Suez.

Is my meaning clear?
