I just wanted to thank you all for your advice.  As it turns out, Italy
has decided to quit the game over this and we had to find a replacement,
and I suppose it's a good lesson learned by all involved about rollbacks.

(Incidentally, I might suggest that for judge games a GM not be allowed to
rollback a turn without the judgekeeper's approval; that forced delay
would help such situations considerably).
