New Game: Canadian12

Hello all,

I am now continuing with the Canadian Series.  I have gone over my 
past games and added a key rule.  I will now have the system 
automaticlly remove people who do not submit orders(if the game 
allows).  I was finding I was not keeping up to that as well as I 
should.  I have also gone over and reviewed those who consistantly 
let SMART_CD run their countries.  This will not be tolerated.  I 
will still use SMART_CD as I like it, but will be more aware of it's 
use.

So I hope these are improvements.  As always, I am keeping track of 
good players (meaning they play and not drop out)so that you will 
have good players to play against (again, meaning the play and do 
not drop out).

A normal game with normal rules. Also no players who have resigned 
from any other Canadian series of be allowed to DESC play without my 
consent (or let SMART_CD run their game for more then 2 years). 
Players Late by 3 days will be automatically removed from the game.
