That's a fairly obscure tileset format error, so I think it should not
be marked for translation at all. There are lots of similar strings
nearby that aren't.
But given that it is: you are correct.

It's used in the Qt client, as the title of a popup that shows up after
you have issued an order to disband multiple units, telling you whether
it worked. The popup says something like "Disbanded 13 Legion." or "No
Spy could be disbanded."
That is, it's the results of a request to disband some units.
