Well, two things that can lag pretty badly is the map window, depending on 
the update setting (maprefresh), and the vehicle list windows, 
particularly with sorting enabled.

I suspect it's not so much the number of windows, but rather very specific 
ones that cause the lagging, and those two would be the usual suspects.
