Which train set are you using?  With the DBSetXL, the refrigerator wagon
can be refitted to fish.

Other trains sets may not work since the newcargo grf that introduces beer
and fish is a test file for new cargos and doesn't implement cargo
classes.  This could be fixed but a better idea would be to switch to a
newer cargo set like ECS or UKRSI.
