Page 98,I note that a event named PrimaryCEDown is added to FEPO,since all event should be subscribed by the CE before the CE can receive the event,this event should also act like this,my question is who should subscribe this event,suppose the primary CE subscribe this event,but when FE find the primary down,though it can origin this event but it can't find the way to deliver it.Then say the secondary CE subscribe it which means the FE must associate the secondary CE in advance,am i right,how these can be solved?
