This is a great concept.

It would be useful for the request for a keyrelay to create pending 
action. This allows the registry to optionally perform some validation 
steps; to deliver the poll message to the losing registrar; to get a 
response back from the registrar as to the success of the request; to 
perform a validation of the response.  Then return this pending result 
to the gaining registrar provide feedback and thus complete the transaction.

Possible issue could be the request for invalid DNSKEY data to be 
inserted that can crash bind?
