Indeed. The <no-fold-literal> is still needed, but its current syntax is
far too liberal compared with its envisaged use for conveying IP addresses.
So some trimming of that syntax could be considered.

Removing <quoted-pair> from it would remove most of the problem, and
defning a restricted version of <dtext> without NO-WS-CTL would do the
rest (it might even be a Good Idea to remove NO-WS-CTL from all
<dtext>s).
