One assumption that hasn't been stated is the basic one:

"If I send mail, I expect it to be delivered" - modulo the understanding 
that (e)mail is an unreliable medium and will sometimes get lost.

It kind of breaks a basic assumption if users are now in a position of 
"if I send mail, it might get delivered, maybe, if my email provider 
decides that it's appropriate."
