I'm unconvinced that Martin's wish would be a useful outcome
(or achievable) and am just fine with the situation Carsten
described.

There are IMO too many variations in what's reasonable in
this space (use of crypto by IETF WGs) to codify a simple and
usable set of rules for all relevant IANA registries.
