There is only one way of stopping this sort of advert, that is to subvert
their purpose and ridicule them - along the lines of culture jamming.

A well crafted bit of Flash/Shockwave that has it's Warhol moment on the
internet is more useful than a campaign of indignant letter writing.  i throw
out this suggestion in the hope that it may be useful ;)
