Not directly.  APIC stands for Advanced Programmable Interrupt Controller, and
only indirectly has anything to do with ACPI.  I don't know if the conflict
between CONFIG_X86_UP_APIC and ACPI has been fixed yet, but it's in the area
where many of the current fixes are being applied, so if it isn't 100% working,
it's no doubt closer than when most of those google references occurred.
