My understanding is that swsusp is "suspend to disk". On my system, 
when I use swsusp, it saves the suspend image and completely powers off
the machine. Power light blinking sounds more like you are trying to do
"suspend to RAM". My understanding is that suspend to RAM does not work
on ACPI machines in the 2.4 kernel at all. This ought to be in an FAQ
somewhere because I certainly beat my head against the wall for quite a
while trying to get suspend to RAM to work on my system unsuccessfully,
before switching over to swsusp.
