Timezone Skew in ftp logfiles

RedHat 7.0 system, set up for incoming ftp uploads. We have about 10 users. When one particular user uploads files, the logs have GMT datestamps; when all other users upload files, log datestamps are in local time. User environment does not reset timezone; local login to the account verifies local TZ is set.
