Description of Problem: 
kio_exec doesn't work as expected now due to a change in the KURL handler. Now, 
KURL returns different information when the kio_exec tries to determine if the 
referrer was a local file or not. This causes the security pop-up to come up 
everytime a local file with a exec:/ protocol has the link clicked. 
 
Version-Release number of selected component (if applicable): 
kio_exec-0.1-3ark 
 
How Reproducible: 
every time the exec:/ protocol is called from a local html file. 
 
Steps to Reproduce: 
1. download the following webpage: 
	http://www.csis.gvsu.edu/~greeneg/myKDEsys.html 
2. place the page in your home directory 
3. click the link to the control center 
 
Actual Results: 
up will come the security warning. 
 
Expected Results: 
If the html page is a local file, the control center should start without the 
warning. If the page is remote, the warning about system security should come 
up asking whether the user wishes to execute the local binary.
