I don't think that's a question you should ask to users and all programs that
doesn't use artsd directly should be run with artsdsp which is a command for
wrapping an application that doesn't use artsd to use it.
Aside that, artsd has a suspend function. After some time of not using it, it
should release it, try playing with artscontrol.
