This is because Donald Becker, ethernet genius that he is,
does not like to play the normal release management games that are
standard in the Free Software world. He does not put any indication
of the release version (even a date would help!) in the filename.
Thus, GAR has no way of knowing if the isa-diag you download is an
older or newer version, and just blindly applies its own checksums.

You wouldn't believe the hassle involved in getting Becker to
tar these all up in the first place. It's a problem that he doesn't
deal with, and his energy is focused on more important things.

Passive-agressive behind-the-back flames aside, perhaps this
would be helped by someone helping him. Datestamped tarballs would
be simple enough to script, and would put things out of mind easily
enough.
