Diversity bursary is a limited amount we spend to get new people to DebConf in the hope to get new contributors, but as you mentioned, it is not working well. I do not intend to stop this all-together, but I want to find better and efficient ways to use this budget. Now, coming to contributor bursary, though we start off with an amount for contributor bursary, we might go thorough a couple of rounds of revisions based on the active contributors' bursary requests.
