Process for removing pages from the wiki (was Re: Wiki: Remove some outdated pages?)

I've noticed a couple of wiki contributors recently doing large-scale 
page deletions. In some cases, these are then reverted by irritated page 
owners¹.

Can people please first tag pages they think should be removed into 
CategoryProposedDeletion² and add a banner to the affected pages: 
there's a template banner at the top of CategoryProposedDeletion
that can be copied and pasted.

Then wait an interval of at least 14 days³ before deleting the pages, in 
order to give people a chance to review the proposal?
