After checking the content of Debian Release Notes, I don't think we
need to translate it because it is a document for developer, or advanced
user because using modern GPG, debug symbols, naming network interface,
iproute2 ... are not the topics for ordinary user.

For developer, or advanced user who needs information in Debian Release
Notes shall have the ability to read it in English.

For ordinary user, they will not understand what is modern GPG, or why
it matters even with properly translation.
