Have you tried using a cross-over cable, just in case that makes it
work for some reason?

Also, if your switch is managed, check to see if you have any unique configuration
for port 16, including forced duplex speeds and such.

Have you tried an alternative driver, such as the e100?  If it works, it points
to an issue with the eepro100 driver, and if neither work, it would indicate to me
that it is more likely to be a hardware or a bios/irq issue.

Have you tried switching your card with your working eepro NIC to see if the problem
follows the NIC?
