Hi Alex. Its called "Dynamic rate scaling" I have seen the (broadcom) bcm drivers and in general the rates are dropped, if the RSSI / signal strength goes down or if there are missed beacons and lot of frames with bad CRC, Overall when the rates drop, it means there are physical obstacles (OR) signal strength drop between station to AP. I am sure you can figure it out in the code. If you need help, let me know.
