I was also looking for scriptable access to ACLs via perl as I would
like to use it from a custom Webmin module. No avail.

For the time being I've settled with a Python module:
  http://pylibacl.sourceforge.net/posix1e.html

It's fast enough and the API is straightforward. We use it to perform
sanity checks on our filerserver.
