I had the exact same problem!

My Alpha has a tulip chip on board, but Gentoo won't talk to it at all. 
It sees it, and ifconfig lists it, but when I assign it an IP address, I 
can't do anything with it.

I thought I was the only one with the problem, or that my NIC wasn't 
working right. (But it does work in FreeBSD/alpha.)

I ended up putting a 3Com 3c595 into it, and that works fine. (The 
Vortex card.) I had forgotten about that until now - the Vortex is a 
10/100Mb card, while the Tulip is a 10mb card, so I prefer this setup 
anyhow.)

If I'm not alone, maybe that's a problem that should be looked at...
