emerge system issues

Ok,
 
Seems like my gentoo system is having problem in step 22 from going from
stage 2 to 3.  When I run the
 
# system emerge
 
Command it tries to download the files from http://www.ibiblio.corg/gento
<http://www.ibiblio.corg/gento>  site.  The files are on that site in the
directory that the gentoo program is attempting to look at.  But it keeps
telling me the files could not be download.  NIC and IP stack are fine
(tested).  And I can manually download the files and put them in the portage
directory
 
# (cd /usr/portage/distfiles && wget
http://www.ibiblio.org/gentoo/distfiles/
<http://www.ibiblio.org/gentoo/distfiles/>  what ever file).
 
And then re run the
 
# emerge system
 
And it passes and procedes to the next step.  Where the next file the failes
the same way.  I went through the /make.conf file to make sure everything
that needs to be uncommented is.
 
Any one has any ideas why it keeps doing this?
