Mine (A75) uses Phoenix's and I can dim and brighten my laptop without having recompiled the kernel. However, since you are sending this message in, I'm assuming you have tried and they don't work on your system. The reason I ask, is that I've heard those settings only work if you have Toshiba's BIOS. Maybe someone else could chime in and let me know whether my information is old now.
