Another question:
The following setting never worked on my Linux directors,
Ping x.x.x.1
Respawn hacluster /usr/lib/heartbeat/ipfail
The resource services were turned off on the primary when the ping was not
answered, but the standby did not take over.  At the mean time, the fail
over to the standby director  worked if I turned off heartbeat on the
primary.
Appreciate your input for where I should check.

That is really weird, perhaps there is something strange happening with
line-breaks in your haresources file, or perhaps there is a bug. Can
you try the following, all on one line, in your haresources file?

dmccm1 IPaddr2::x.x.x.25/23/eth0/x.x.x.255
IPaddr2::x.x.x.51/23/eth0/x.x.x.255 IPaddr2::x.x.x.52/23/eth0/x.x.x.255
