Hi Tim,

it should be in libpcap.lrp package.
It is possible that it is not autoloading, so try adding it to your leaf.cfg 
file.

You can also mount your leaf disk and try loading it with apkg -i /mnt/
libpcap.lrp to check the package is ok.

apkg -l will list loaded packages.
