Yes. In fact you don't even need a chroot. Just doing something like:

powerpc32 bash

should get you environment in which you can compile ppc32 applications
as if you were on a ppc32 box. The main difference comes in when
testing as you'll be testing the ppc64 kernel's 32bit emulation layer
rather than a 32 bit kernel, but thats worth testing too anyway :-)
