[Bug 987] pam account setup uses non-LSB command

I had a further look as did Rui Feng.  There doesn't currently seem to be a way
to perform the needed functions with LSB required commands - the likely
alternative seems the passwd command, which can update the minimum and maximum
expiry but not the expire date or the date the password was last changed. The
latter could perhaps be finessed by setting the password from the script, under
date control. Should we do anything here?  Or is this not a worthwhile exercise?
