No. It isn't.

What's on the repos is an old version and buggy. Install the new version 
2.1.0.81 if you haven't. Make sure in About -> in Skype that you are 
actually running version 81. Are you? Make sure please.

OK excellent, based on that Pulse appears to be working fine. Is the mic 
set to the mic you want to use, i.e. maybe a headset mic and not a 
built-in webcam mic? That got me a time or two. Mic level was so low on 
the webcam mic that it appeared to not be working. Switching to the 
headset mic fixed that.

Yes, that's right.

Let me know about the version to be sure you are actually running what 
you think you are and if nothing changes, let me know and I will
