Skin browser does not work in vlc

Has anybody tried to use skins in vlc?

I have gone through all the motions but cannot get the skin browser in 
the Tools/Preferences section to do anything.  Not possible to get vlc 
to accept a named skin either.  The 32 Mb package was unpacked into 
~/.local/share/vlc/skins2 and the vlcrc file in ~/.config/vlc contains 
the lines:

# string (Interface module)
intf=skins2
