Yup, found one more bugette, my code managed to scrap through the arch/sh/drivers/pci/pci.c code because my BSP had run st40pci_init straight after boot and again in the ST40 pcibios_init. For now I've disabled the generic pcibios_init and it works fine however I suspect the Proper Fix (tm) is to remove the ST40 pcibios_init function and add a arch_initcall to get the pci structure setup so the generic scan works.
