Release rpkg-1.70 and fedpkg-1.48

Hi all,
a new version rpkg-1.70 together with fedpkg-1.48 are released containing
both features and bugfixes.
Currently, all supported versions (Fedora 43, Fedora 44, Fedora Rawhide,
EPEL 8, EPEL 9, EPEL 10.3) are present in stable repositories.

The projects are newly hosted on Fedora Forge:

Both released (rpkg & fedpkg) versions need to be installed together; they
contain some changes incompatible with older packages.
All changes listed above are not actually new - most of them were released
earlier as patches. This announcement serves mostly as a summary.
