Failover trouble.

I'm having problems failing over to my backup lvs router. I don't see any problems, and was wondering if somebody might of encountered this and know what's wrong. Here is my setup: I'm in the process of upgrading from RH 7.2 to 7.3. The primary router is 7.2 with 2.4.9-31 kernel, piranha-0.6.3-1, ipvsadm-1.18-8 rpm's. The backup I upgraded to 7.3 it's running the 2.4.18-5 kernel, piranha-0.6.1-3, and ipvs-1.20-7 from Alex Yu on this mailing list. When I take the primary server offline the secondary takes over the IP's sets up the services, but then I can't connect to any of the services, i get a connection refused error. Everything looks ok in ipvsadm on the backup when it's active, weights are ok, etc, obviously there aren't any connections though. /var/log/messages looks ok too.
