Red Hat did not ship ipvsadm with any of the 7.x releases. You will find ipvsadm in 2.1AS (ipvsadm-1.18-8) and 8.0 (ipvsadm-1.21-4). The stock 7.3 kernel has the ipvs-0.9.7 patch. The stock 8.0 has the ipvs-1.0.4 patch, as does the latest 7.3 errata kernel.
