I may be wrong, but the last time I had a problem like that it was a hard drive
problem.  The area where all the kernel files were was bad.  I replaced the
drive since I could not be sure that replaced bad sectors were the only part of
the drive going bad.  I hate to give you bad news, but sounds to me like either
you have a bad drive, or the partition information got corrupted.  Either way I
don't think that you have a choice about reinstalling and then restoring from
backups.
