What OS/Distro do you run? what cpu (graphics chip nowdays often built 
in cpu)

At first look you've got either drivers bug or your graphics got quirky 
info from monitor. And maybe quirk is not implemented in driver.

There are several ways to resolve the problem:

- Cable problem? try another data cable for your monitor(displayport, 
hdmi...), if possible do not use hdmi/dp or dp/hdmi converters.

- Semi-broken monitor, maybe another HP monitor with the same model 
number starts well in your setup.

- If possible update driver or even both driver and XOrg.

- Change Monitor to supported one, that works well and have nice 
picture. (And if possible has more attractive design :)

- Backport fix from more recent driver/xorg
