Yes this is the setting. 
I do not know if you have a dual monitor setup. In case, try to set no primary 
monitor or if it is the case, define one. 

If you provide me with the graphics card type (nvidia / amd or Intel) and the 
version of opensuse and the exact graphics settings (dpi and the plasma theme 
if it is not breeze) I will try to reproduce it here. If I can reproduce it, 
you might file a bug report and I will confirm in that case. Just let me know.
