Pre-announcement: LISA 2.0 beta 3

The third beta release for LISA 2.0 is shaping up. New to this version are
the EXISTS conditional element and Contexts, a mechanism for partitioning a
rulebase into distinct collections of related rules, each with its own
agenda and conflict set.

Unless bugs are found, this should be the last beta prior to a full
production release of 2.0. Beta 3 should be available within the next few
days.
