So if someone registers on Forgejo to report a bug,
they will automatically get email about all bugs
but will have to figure out for themselves how to disable this.
Probably not particularly friendly or useful.

Will there be many people who want email about all bugs
but who do not wish to be on the devel list ?

I'm thinking that we want "unwatch" to be the Forgejo default.
