Yeah, that needs to be fixed.  :)  Its on the todo list

If you comment out the global-exceptions in struts-config.xml file and
comment out the global exceptions, you'll get a stacktrace from Java
that will tell us more.

What version of tomcat and what OS?  (If linux, what distribution?)
