Or, at least, works well enough for a small technical population, and 
doesn't have anyone interested enough into turning it into a tool that 
could be attractive to large non-technical web-focused populations.

I gave up on it long ago -- or, to be exact, migrated many of our 
domains to Sympa and left others on minimal life support -- when we 
started losing clients who couldn't figure out the jargon, 
email-interface-focused help, and other alienating aspects.
